How to assess a Petrobras opportunity before preparing a bid

Check scope, deadline and requirements to decide whether to investigate further. A Radar match is a starting point, not confirmation of qualification.

Start with a practical action

This checklist is organizational guidance from Radar. Check applicable requirements in the relevant family, portal and tender documents.

  1. 1

    Check the scope and attachments

Open the official source and compare specifications with what your company actually supplies. A shared keyword may mean something different in the tender.

  2. 2

    Verify deadlines and conditions

Check the date, time and participation conditions at the source. Assess whether there is time to clarify questions and prepare the required documentation.

  3. 3

    Choose the next decision

Record whether to investigate further, request clarification through the indicated channel or decline because of a mismatch. Assign an owner before preparing a bid.

The CRC is advance qualification. Obtaining it is not the end — it puts your company in a position to compete for Petrobras opportunities. Here is how that competition works in practice.

Where opportunities are published

Opportunities are published on Petrobras’ procurement portal (Petronect), and tender notices also appear in Brazil’s Federal Official Gazette. Registered companies gain a documented shortcut: whenever a new tender notice is published on Petronect, companies registered in families associated with its scope are notified by email — instead of having to search the portal every day.

Public vs restricted to pre-qualified companies

  • Public opportunities: any interested party meeting the tender notice requirements can bid — Petrobras itself says a CRC is not required to participate in its tenders. Registration does not open the door; it brings qualification forward and delivers the notice to you.
  • Restricted opportunities: tenders limited to companies approved in pre-qualification. Before these, Petrobras publishes a Restricted Tender Notice with a deadline for those not yet pre-qualified to apply — and pre-qualification calls are public and open to any interested party.

Automated Selections: registration is a condition here, not an advantage

For procurement up to the value-based direct-award threshold, Petrobras uses a method called Automated Selections — and states the requirement explicitly: to participate, a company must be registered in its families of interest. Add Petrobras’ warning that suppliers without an active Petronect user are not selected for value-based direct-award processes. That is the difference between competing for a purchase and never knowing it existed.

What determines the outcome

Check the evaluation and qualification criteria in the tender. Use your registration and available documents as a starting point to assess what still needs preparing for that procurement.

You have a CRC — now information becomes the challenge

After registration, monitor opportunities and assess which ones deserve further review. Deciding to participate requires checking scope, requirements and your company’s delivery capacity.

  • Opportunities are published on the portal and have deadlines — if you see them too late, you cannot bid.
  • Schedule regular checks or use alerts to support your search, and verify information at its source.
  • Use filters to select what to assess; a match does not replace reading the tender documents.
